## Market snapshot

Snapshot refreshed on 20 October at 17:41 UTC.

| Metric | Reading | Change and window | Measured at |
| -------------------------------------------------- | ------- | ----------------- | ----------- |
| [BTC/USD](https://www.coinbase.com/price/bitcoin) | $82,759 | +1.13%, 24 hours | 17:41 UTC |
| [ETH/USD](https://www.coinbase.com/price/ethereum) | $2,448 | +2.19%, 24 hours | 17:41 UTC |

ETH showed the stronger percentage gain over this window. Whether that strength continues will be more informative than assigning one explanation to a single daily move.

## What changed

### Token issuance and token trading are part of the same policy question

Hyperliquid Policy Center's [19 October submission to the SEC](https://www.sec.gov/comments/S7-2026-27/s7202627-1098379-3868467.pdf) puts secondary trading near the centre of the debate over Regulation Crypto Assets.

The group asks for clearer treatment of airdrops, secondary-market activity and on-chain intermediaries. It also argues for a safe harbor during network development and distinctions between automatic and discretionary buybacks.

These requests connect several decisions that projects usually face separately. A team needs a way to distribute a token, holders need somewhere to trade it, and applications need to know which activities can operate under the framework. An exemption for one stage can leave the rest of that path uncertain.

The potential market effect runs through participation. Clearer rules could change which venues, intermediaries and projects are willing to serve a market. The scope of any final exemptions will matter more than the number of supportive public comments. These are Hyperliquid Policy Center's requests; the SEC has not adopted them through this letter.

### Institutional cash gets another Ethereum route

[J.P. Morgan made JPM Coin available on Ethereum](https://www.jpmorgan.com/payments/newsroom/jpm-coin-live-on-ethereum) for institutional clients on 19 October. A bank deposit token on the same network as tokenized funds could simplify settlement for eligible counterparties.

The first commercial test is whether an asset issuer, fund or trading venue integrates it into a transaction people already need to complete. A named workflow would show which operational problem it solves and who is paying to use it. Ethereum-specific activity has not been disclosed.

This development could support tokenized-asset infrastructure over time. A direct effect on ETH demand would require additional activity, fees or collateral demand that can be observed separately.

## Where activity and capital are moving

USD-pegged stablecoin circulating supply was about $303.8 billion in the latest 20 October daily observation on the [stablecoin supply chart](https://defillama.com/stablecoins).

That outstanding supply provides context for settlement products competing to move dollars on-chain. Different users may prefer a stablecoin that works across open applications or a deposit token tied to an existing banking relationship. Access, redemption and accepted counterparties will shape where each product is used.

The next useful comparison is growth across several daily observations, alongside activity in the venues where those balances are deployed. An increase in outstanding supply would strengthen the case that the pool of on-chain dollars is expanding. Price strength by itself cannot establish that flow.

## The signal to watch

The strongest link between today's policy and infrastructure stories is market access. Secondary-trading rules affect where tokens can circulate. Settlement products affect how institutions can pay for them.

My base case is that clearer trading routes and practical settlement integrations attract adoption in stages. The earliest evidence should come from specific venues and client workflows. That would be more actionable than treating every tokenization announcement as a broad signal for the entire crypto market.

## What would change this view

- A final policy text that materially changes secondary-market access would move the discussion from requests to operating conditions.
- A named institutional settlement integration with measurable use would strengthen the commercial case for bank-deposit tokens on public chains.
- Persistent ETH relative strength across several sessions would support a broader rotation argument. Today's snapshot provides only one observation.
